How to improve EU Feed Circularity – new catalogue from industry associations

2025.7.1

Eight industry associations and stakeholder organizations*, including our European umbrella organisation EFFOP, have worked together to develop a catalogue of actions to improve feed circularity, providing recommendations to decision-makers on how to design a regulatory framework that supports feed circularity while maintaining feed safety.

These recommendations are illustrated by 17 case studies of existing regulatory restrictions on feed circularity, mainly related to animal by-products (ABP) and transmissible spongiform encephalopathies (TSE) legislation, of which 2 are from EFFOP:

  • the use of fishmeal in feed intended to ruminants
  • expand the definition of fishmeal and fish oil

The Catalogue has been submitted to the European Commission, and we call for consideration of the proposed measures to support an effective Nutrient Circular Economy, contributing to food sovereignty and competitiveness. It could also form the basis for the development of an EU Feed Circularity Roadmap and should be taken into account in the forthcoming reviews of the ABP, the Animal Feed Regulations and other EU initiatives.
